Since May 2020, an EU Member State consortium consisting of Lithuania, Germany and Romania, has been implementing the Twinning project “Support to the Antimonopoly Committee of Ukraine (AMCU) in further approximation of legal, procedural and case enforcement practices with EU antitrust and merger control practices”.
The Twinning project supports Ukraine for the duration of 24 months in its efforts to increase effectiveness, transparency and consistency of the competition policy on the basis of closer alignment with the EU competition framework as required by the Association Agreement / Deep and Comprehensive Free Trade Area (AA / DCFTA). Besides further alignment of the Ukrainian economic competition legislation with the EU competition laws in the field of antitrust and merger control, the project aims to improve the institutional capacity of AMCU for competition law enforcement and competition advocacy.
This project brings together civil servants from the beneficiary administration, the Antimonopoly Committee of Ukraine (AMCU), and the EU Member State consortium represented by the Competition Council of the Republic of Lithuania, the Romanian Competition Council, and from the German Side The Federal Ministry of Economic Affairs and Energy (BMWi) and The Federal Cartel Office (BKartA). Germany and Lithuania have already supported Ukraine in a previous Twinning project on competition law.
Enforcing competition law will have benefits to consumers, businesses and society in Ukraine. Competition law aims at achieving a sufficient number of competitors on the markets, lower prices, and better services and is therefore a pivotal economic policy field.
The German Member State Partner are supported by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in all administrative and financial matters of this Project.
