The project aims at supporting Azerbaijan’s standardization institute in their endeavour to harmonize the national standardization systems with EU and international requirements.

The consortium of Spain, Sweden, and Germany in the lead cooperates with the Azerbaijan Standardization Institute (AZSTAND) to reach the overall objective of enhancing the legal and institutional framework for the national standardization system in Azerbaijan. The project targets specifically the National Standardization Body (NSB) in order to ensure specialized technical assistance for its institutional development, to enhance financial sustainability and to foster capacity building.

The German Federal Ministry for Economic Affairs and Energy together with the German Institute for Standardization (DIN), the German Institute of Metrology (PTB), the Spanish Association for Standardization (UNE) and the Swedish Institute for Standards (SIS) will assist the beneficiary to develop a National Standardization Strategy in line with EU and international best practices. A gap analysis of strategic national documents on standardization are the basis for joint work on the three components that deal with corporate governance, digital transformation and financing mechanisms.

A part from work on the legislative frame, the twinning project focusses on digitalizing work processes at AZSTAND in order to provide digital services to potential customers, to digitalize internal procedures of the NSB to make them more efficient and to connect stakeholders in a digital network. Technical committee procedures and processes for enhancing the involvement of private sector (e.g. support SMEs and start-ups) will be developed and optimized.

The goal of the third component is to identify and develop potential sources of revenue to ensure the continuous operation of the NSB. Improved financial mechanisms including a forecasting model for clear identification of costs and benefits will help AZSTAND, the Ministry and technical experts to build a better foundation for their standardization work.
