Strengthening the capacities of the authorized bodies for fight against crime
On 22 November 2019, IRZ successfully concluded the EU Twinning Light project „Strengthening the capacities of the authorized bodies for fight against crime“ at a final conference in Skopje.
Within the total duration of the project, which was implemented by IRZ in cooperation with the Macedonian Ministry of Justice and the Public Prosecutor’s Office in only eight months, all major objectives in the area of the application of special investigative methods were achieved, including an assessment and analysis of the criminal procedural law, the criminal code and the law on confidential information.
In several meetings and round tables, the German experts discussed the existing problems with the representatives of the public prosecutor’s office, the financial police, customs and the Ministry of the Interior of North Macedonia and developed recommendations for amendments to the law.
The second component of the project focused in particular on training the staff of the beneficiary institutions accordingly. For this purpose, two German public prosecutors first developed a training programme, which was then applied in ten two-day training sessions by trainers from North Macedonia. Supported by German and Austrian public prosecutors, more than 100 representatives of the Macedonian public prosecution offices attended the training.
In order to gain an insight into the practical work of applying special investigative methods in Germany, a group of Macedonian investigators travelled to Germany in October to hold talks at the Düsseldorf Public Prosecutor’s Office (focus on organized crime and white-collar crime), the Local and Regional Court and the State Criminal Police Office of North Rhine-Westphalia. The project was thus able to make a significant contribution to the reform efforts of North Macedonia in view of possible EU accession negotiations.
