Strengthening Cooperation between the EU and the Republic of Belarus in the Customs sector
The Twinning Project “Strengthening cooperation between the EU and the Republic of Belarus in the customs sector” aims at trade facilitation and the reduction of supply chain risks in international commerce. It fits well into the overall objectives of the wider Eastern Partnership framework (EaP) with its focus on economic development and market opportunities.
The beneficiary, the State Customs Committee (SCC), is the central government authority, responsible for the definition of customs policies and the management of cross border trade. This project is the first working model for cooperation in the customs area between the EU and the Republic of Belarus.
It consists of 5 components and aims at comprehensive accomplishments in the areas of legislative framework, information exchange, HR development, customs infrastructure and customs to business dialogue.
The project is implemented by a consortium consisting of the Central Customs Authority of the Federal Republic of Germany, the Ministry of Finance of the Republic of Poland, and the Customs Department under the Ministry of Finance of the Republic of Lithuania.
Together with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, which acts as service provider for the administrative and financial backstopping, the consortium currently prepares for an upcoming project start at the end of August 2020.
