The specific objective of the project is to develop an institutional framework for the adoption and implementation of new regulations in a newly established electricity and natural gas market of Georgia. These regulations will be implemented in accordance with the EU-Georgia Association Agreement and the Protocol on the Accession of Georgia to the Energy Community Treaty by strengthening the capabilities of the Georgian National Energy and Water Regulatory Commission (GNERC) as an independent national regulator through the development of relevant tools and mechanisms.
The project started on February 01, 2021, is scheduled to run for 27 months and has a budget of €1.5 million. In addition to the BMWi and the Federal Network Agency (BNetzA), the implementing partner is the Austrian regulatory authority “Energie-Control Austria”.
